Although it is true that federal regulations says that within 100 miles they can stop and search anything. 8 C.F.R. § 287.1 The court in Almeida-Sanchez v. United States, found that to not always be unconstitutional and that it needed to be at international borders and their functional equivalent to search the car without probable cause. However inside the united states, and within the 100 mile zone, they can stop your car to ask questions only at fixed permanent locations, they just cant search the car without probable cause nor can they force you to answer(except ID depending on state law), nor can they “pull you over” to ask questions.
